Recruitment Details:
Tour Fee: The Youth Development Commission funds 3/5 of the tour fee! Selected participants will need to pay approximately *$10,000 (about 40% of the total tour fee).
A special “Trial Scheme for Outbound Exchange Funding for Grassroots Youth” is available for students in need.

2025-26 Youth Development Commission International Youth Exchange Funding Scheme
“Trial Scheme for Outbound Exchange Funding for Grassroots Youth”
(a) The purpose is to further support grassroots youth participation in exchange projects funded by the “International Youth Exchange Funding Scheme” of the Youth Development Commission. The Home Affairs and Youth Affairs Bureau (YDC) has launched the “Trial Scheme for Outbound Exchange Funding for Grassroots Youth” (Trial Scheme) to provide additional funding to economically needy grassroots youth, ensuring that young people from different backgrounds can benefit from the exchange programs.
(b) Eligible participants must meet the following conditions:
(i) Young individuals receiving Comprehensive Social Security Assistance (CSSA); or
(ii) Students receiving full support under the “School Textbook Assistance Scheme” or tuition fee assistance under means-tested funding schemes from the Student Financial Assistance Agency.
(c) Covering Exchange Projects: Participants must pay for international exchange projects costing over HKD 3,000.
(d) Funding Amount: For participants whose costs exceed HKD 3,000, the remaining balance will be covered by additional funding provided by the YDC to eligible participants.
